Higher Education: The Evaluation Agency Sets Out Its Rules

In an article published on 31 October 2017, the daily newspaper L’Économiste reports on the first achievements of the National Agency for Evaluation and Quality Assurance in Higher Education and Scientific Research (ANEAQ).

Established in 2014 and operational since 2017, the Agency had just completed its first major evaluation mission, covering 1,010 higher education study programmes as part of accreditation or accreditation-renewal procedures.

An initial wave of 1,010 evaluated programmes

This first exercise represents an important step in implementing the missions entrusted to ANEAQ. It marks the beginning of its effective involvement in evaluating programmes in Moroccan higher education.

The evaluation of 1,010 programmes forms part of a process designed to review programmes submitted for accreditation or reaccreditation, in accordance with the procedures established by the Agency.

New procedures for organising evaluation

The article highlights the new organisational arrangements adopted to manage the processing of study-programme evaluation files.

Key measures include introducing a timetable for submitting applications and digitising the procedures.

These arrangements aim to structure evaluation campaigns and facilitate the organisation of the different stages of programme assessment.

Two experts assigned to each programme

ANEAQ’s evaluation approach also relies on experts responsible for examining programme files.

The system provides for two experts per programme to help analyse and assess the applications submitted to the Agency.

To support this initial phase, ANEAQ has a pool of 140 experts, an essential resource for conducting its missions.

A step towards structuring quality assurance

The launch of these evaluations reflects ANEAQ’s growing activity and the gradual establishment of an organised framework for reviewing higher education programmes.

Through this first mission, the Agency lays the groundwork for its evaluation methods, using defined procedures, a processing timetable and expert involvement. This approach contributes to the development of quality assurance in Moroccan higher education.
