Siège ANEAQ

Institutional Evaluation

Subsequently, ANEAQ proceeded to revise the final version of this framework, which was presented to ANEAQ’s Board of Directors on November 7, 2018, and then translated from French into Arabic.

This framework is the result of work carried out by European experts with the participation of experts from Moroccan universities, within the framework of the Technical Assistance project subsidized by the European Union, under the programme “Making the Advanced Status a Success” (RSA).

In the spirit of capitalizing on the results of previous projects of this type, the design and development of these quality criteria were based on various sources, notably:

  • The RECET project “Strengthening Skills in Institutional Evaluation,” carried out under the Tempus program (2013-2016);
  • The draft framework for institutional evaluation in higher education, developed in 2010 by a working group initiated by the Ministry of Higher Education, Executive Training and Scientific Research;
  • The AQi-UMed project, the framework developed under the Tempus project Strengthening Internal Quality Assurance in Mediterranean Universities, in Algeria, Morocco and Tunisia (2010-2013) ;
  • The Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG, 2015 version), developed by the E4 group, composed of the European Association for Quality Assurance in Higher Education (ENQA), the European University Association (EUA), the European Association of Institutions in Higher Education (EURASHE) and the European Students’ Union (ESU).

It is also the result of active participation in the form of seminars and on-site meetings with representatives of all stakeholders: several departments of the Ministry of Higher Education and other national bodies, universities, public and private institutions, and experts within these institutions.

The development of the framework was actively supervised by the National Agency for Evaluation and Quality Assurance in Higher Education and Scientific Research (ANEAQ).

This framework was designed, in both substance and form, to be adopted in the internal and external evaluation of Moroccan public and private higher education institutions.

This framework, which aims to be practical, will enable these institutions to assess the degree of their interaction with the various national and international quality assurance references in higher education, notably:

  • a self-understanding of the institution and its positioning at the regional, national and international levels;
  • decision-making through institutional bodies and the performance of strategic management;
  • the value of implementing the quality assurance process and the extent to which the application of its results contributes to decision-making and strategic planning;
  • the search for avenues of continuous improvement for effective internal and external performance of the institution.

This framework consists of 5 domains divided into 15 fields of activity containing 38 references divided into 146 criteria.
