Institutional Evaluation

2026 Cohort: Evaluated Institutions and Stages of the Evaluation

Introduction

In accordance with its annual work program for the year 2026, the Moroccan Agency for the Evaluation and Quality Assurance of Higher Education and Scientific Research is beginning the institutional evaluation of thirty (30) higher education institutions, of which 20 belong to public universities and 10 are sectoral institutions. This document sets out the context of this cohort, the institutions concerned and the program set for carrying it out.

Context and Reference Framework

  • This operation is part of the implementation of the provisions of Law No. 59.24 relating to the higher education and scientific research system, in particular Chapter X, which establishes the principle that the system is subject to a regime of internal and institutional monitoring and evaluation.
  • Institutional evaluation is fundamentally based on the self-evaluation process carried out by each institution in accordance with the provisions of the “National Reference Framework for the Evaluation and Quality Assurance of Higher Education”, published by Decree No. 2-19-16 of January 16, 2020.
  • The Agency supports the institutions concerned by organizing training meetings for the heads of self-evaluation committees.

Launch of the Operation

On October 6, 2026, the Ministry sent a letter to the university presidents concerning the evaluation of institutions by the Agency for the year 2026, accompanied by the list of the institutions concerned and the program for carrying out the operation. Letters were also sent on the same date to the directors of the ten sectoral institutions concerned. These letters called for effective and responsible involvement in the operation, in order to ensure the success of this year’s institutional evaluation cycle.
