Higher Education: The European Union Supports the New Evaluation Agency

In an article published on 21 February 2017, the daily newspaper L’Économiste describes the European Union’s support for the National Agency for Evaluation and Quality Assurance in Higher Education and Scientific Research (ANEAQ).

A European technical assistance mission, launched in November 2016 for twelve months, aims to support the Agency in becoming operational and aligning with European quality assurance standards.

An initial workshop held in Rabat

An initial workshop was held in Rabat on 21 and 22 February 2017 under the chairmanship of Jamila El Mossali, then acting Minister of Higher Education.

Discussions focused on organising evaluations, the Agency’s development project, strengths and weaknesses of the quality assurance system, and the main directions of the work undertaken.

Evaluation frameworks developed through consultation

El Mokhtar Bakkour, then Director of ANEAQ, stressed the importance of involving partners in preparing evaluation frameworks.

The consultation involves universities, management-training institutions and private operators, with the aim of defining a model adapted to the realities of Moroccan higher education.

Four workshops and an institutional twinning project

Four workshops were planned as part of the technical assistance, with the final results scheduled for presentation in November 2017.

A second stage was expected to take the form of a six-month light twinning project with partner agencies selected by the European Union.

ANEAQ begins its activities

The article announces the launch of ANEAQ’s activities in 2017. At that time, the Agency had a pool of approximately one hundred contracted experts, which was expected to grow gradually.

The pricing of services was also discussed, with some private operators expressing reservations about having to pay for services.
