Second Cohort: Evaluated Institutions and Stages of the Evaluation
Academic Year 2021-2022
Introduction
The National Agency for the Evaluation and Quality Assurance of Higher Education and Scientific Research began implementing its mandates in 2017 by evaluating training programs with a view to their accreditation or the renewal of their accreditation. Following the issuance of the decree relating to quality standards (decree of July 23, 2019), which applies to the evaluation of institutions, a first pilot experience of institutional evaluation (first cohort) was carried out. During it, the Agency supported the institutions concerned in carrying out their self-evaluation and the external evaluation, with the aim of establishing a culture of evaluation for improvement. The second evaluation process (second cohort) comes as a continuation of this experience and an expansion of its scope.
Outcome of the First Pilot and Decision to Launch a Second Process
The outcome of the first pilot was presented during a remote meeting (by videoconference) held on April 21, 2021 and chaired by the supervisory Ministry. The universities were informed that the Agency was preparing the synthesis report for this operation, and that it would be sent to the university presidents as soon as it was completed.
To complete this important project, it was decided to launch a second evaluation process. A letter was sent on May 11, 2021 to the presidents of private universities, inviting them to send the Agency, before May 22, 2021, their proposal of the institutions they consider the most suitable for this operation.
Principles and Conduct of the Operation
- Support from the Agency: institutions are supported by the Agency during the internal evaluation (self-evaluation) and external evaluation phases.
- Gradual generalization: evaluation operations will gradually cover all public and private higher education institutions, at a later stage and according to a program set by the Agency for this purpose.
- External evaluation and site visits: the Agency’s experts carry out the external evaluation and the site visits to these institutions, and prepare a report identifying strengths to be consolidated and areas for improvement.
