As part of the implementation of Morocco’s advanced status with the European Union (RSAII), the technical assistance program was launched for a period of one year, between November 2016 and November 2017.
The main results of this project were to provide technical assistance to ANEAQ in developing the quality criteria for the evaluation of higher education and scientific research institutions.
To this end, ANEAQ and the European Experts agreed to adopt a participatory approach in the design and development of these quality criteria, with the organization of:
- A workshop on February 21 and 22, 2016, at Mohammed V University in Rabat, under the theme: “A new era for quality assurance in higher education and scientific research in Morocco”;
- Regional meetings (the Quality Assurance Caravan) were also organized at Moroccan universities by ANEAQ and the European Union experts, in order to involve them further, obtain their opinions on the development of these evaluation criteria, and have them take ownership of them. To this end, five meetings were organized with the participation of experts from various Moroccan universities:
- Meeting at UMI, on April 13, 2017, with the participation of: (UMI-USMBA-UAI-UMP-UEMF);
- Meeting at Abdelmalek Essaadi University in Tangier, on May 17, 2017;
- Meeting at the International University of Rabat, on June 13, 2017, with the participation of: (UM5 – UIT – UIR – UAISS);
- Meeting at Cadi Ayyad University in Marrakech, on June 15, 2017, with the participation of: (UCA – UIZ – UPM – USMS – UM6P);
- Meeting at Hassan II University of Casablanca, on July 5, 2017, with the participation of: (UH2 – UCD – UHP – UM6SS).
- A workshop on July 6, 2017, at Hassan I University in Settat for the study of the quality references;
- A feedback seminar on November 15, 2017, at the Mohammadia School of Engineers in Rabat, which brought together ANEAQ, the European experts, and the various stakeholders and partners concerned by the evaluation and quality assurance of higher education and scientific research.
Subsequently, ANEAQ proceeded to revise the final version of this framework, which was presented to ANEAQ’s Board of Directors on November 7, 2018, and then translated from French into Arabic.
In application of the provisions of Article 5 of Law No. 12-80 relating to the National Agency for Evaluation and Quality Assurance in Higher Education and Scientific Research (ANEAQ), which stipulates that these quality criteria are adopted by a regulatory text on the proposal of ANEAQ, Decree No. 2-19-16 was issued and published in the Official Bulletin.
Given the nature of these quality criteria, which require continuous updating to keep pace with developments in higher education and scientific research systems at the international level, as well as the dynamism of the Moroccan university, and for greater flexibility and ease in following these developments and changes, and for continuous improvement of these quality criteria, for which periodic revision is necessary, the said decree entrusted the governmental authority in charge of higher education and scientific research with the possibility of amending or supplementing these quality criteria by order.
This framework is the result of work carried out by European experts with the participation of experts from Moroccan universities, within the framework of the Technical Assistance project subsidized by the European Union, under the programme “Making the Advanced Status a Success” (RSA).
In the spirit of capitalizing on the results of previous projects of this type, the design and development of these quality criteria were based on various sources, notably:
- The RECET project “Strengthening Skills in Institutional Evaluation,” carried out under the Tempus program (2013-2016);
- The draft framework for institutional evaluation in higher education, developed in 2010 by a working group initiated by the Ministry of Higher Education, Executive Training and Scientific Research;
- The AQi-UMed project, the framework developed under the Tempus project Strengthening Internal Quality Assurance in Mediterranean Universities, in Algeria, Morocco and Tunisia (2010-2013) ;
- The Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG, 2015 version), developed by the E4 group, composed of the European Association for Quality Assurance in Higher Education (ENQA), the European University Association (EUA), the European Association of Institutions in Higher Education (EURASHE) and the European Students’ Union (ESU).
It is also the result of active participation in the form of seminars and on-site meetings with representatives of all stakeholders: several departments of the Ministry of Higher Education and other national bodies, universities, public and private institutions, and experts within these institutions.
The development of the framework was actively supervised by the National Agency for Evaluation and Quality Assurance in Higher Education and Scientific Research (ANEAQ).
This framework was designed, in both substance and form, to be adopted in the internal and external evaluation of Moroccan public and private higher education institutions.
This framework, which aims to be practical, will enable these institutions to assess the degree of their interaction with the various national and international quality assurance references in higher education, notably:
- a self-understanding of the institution and its positioning at the regional, national and international levels;
- decision-making through institutional bodies and the performance of strategic management;
- the value of implementing the quality assurance process and the extent to which the application of its results contributes to decision-making and strategic planning;
- the search for avenues of continuous improvement for effective internal and external performance of the institution.
This framework consists of 5 domains divided into 15 fields of activity containing 38 references divided into 146 criteria.
